12 Formal consultation period closes 6 July 2012
13 Defra confirm byelaws through Secretary of State if no objections OR request information from the Authority if substantive objections are received, for the Authority to respond. Authority provides information to Defra to mitigate for objections. Objectors given information and asked if objection is withdrawn.
If objection(s) not withdrawn Defra determine if objection(s) substantial enough to prevent confirmation.
